I organized Laredo's first Sister Cities Youth Committee in 2005 andI founded the Laredo  International Sister Cities Festival & Exposition in 2002. I was elected to the board of directors of the Associacion Nacional  de Cuidades Hermanas - Mexico in 2005 in Ixtapa, Mexico. Received a Bachelors degree in Business Administration at Texas  A&I University in Kingsville, Texas which is now known as Texas A&M - Kingsville.

Aida Lerma is a founding member of Mission’s Sister City Committee which was formed in 1994. Aida serves as Secretary for the organization which has partnered with several cities throughout Mexico. Mrs. Lerma has lead the charge with the program of work for each respective community and has organized fundraising events to sustain the Committee’s efforts. The Mission Sister City Committee has donated items that will enhance the quality of life and will ensure the safety of many residents in: Salinas Victoria, Nuevo Leon; Allende, Nuevo Leon; General Escobedo, Nuevo Leon; San Fernando, Tamaulipas; Puerto Vallarta, Jalisco. The City of Mission has made commitments to become Sister Cities with Ciudad Madero, Tamaulipas and Benito Juarez, Cancun in the very near future.

 I was married for 54 years to George R. Voigt, Past International President, who died July 31, 1994. We were charter members of  South El Monte Sister City Assn. I held offices in that organization before elected Treasurer and the President of USMSC. Our  SEMSCA honored both George & me by initiating a Scholarship Fund for deserving seniors who plan to go to college. The  US/Mexico Sister City Association office was in our Public Relations Office until my husband's death My husband helped write  the original Bylaws & helped get the organization incorporated as a non-profit organization.

Delia was born in Laredo, Texas but grew up in Chicago.  Delia came to California to attend college and decided to major in education, receiving her BA from California State University, Los Angeles and her MA from the University of La Verne.  Delia taught for thirty eight years in the Social Studies and English as a Second Language departments at San Gabriel High School located in Alhambra, California.  After a few years, Delia was appointed department head for the ESL department, a position Delia held until retirement.
She has been a member of the San Gabriel/Celaya, Guanajuato, Sister City Committee for thirty years.  During this time she has served on the USMSCA Board for twelve years with service as Awards Chairperson and Board Secretary.  Delia also served on the International Board during Ed Halstead’s tenure.  Her primary goal is to increase activities for youth participation and adding to the membership of the organization.
During her teaching career, Delia was recognized as an advocate for the rights of the immigrant student as well as for the curriculum innovations that became standard in the ESL field.  As a result, Delia was recognized as the Los Angeles County Bilingual Teacher of the year.  In retirement, Delia returned to teach citizenship to migrant students and accompanied a student group to the nation’s capitol. 
Today, Delia is focused on raising three grand children as well as participating in the League of United Latin American Citizens (LULAC) through membership in the Duarte Council.  Her latest achievement has been one of promoting a greater Diabetes awareness by LULAC.  Because of her work in LULAC, Delia was recognized as National LULAC Woman of the Year in Milwaukee (1975). In 2004, in San Antonio, she was inducted into the National LULAC Women’s Hall of Fame and in 2008, inducted into the California Sate LULAC Women’s Hall of Fame.

   After nearly 15 years in the hospitality industry, Greg ran for and won a seat on the City Council in 1994.
