 Delia was born in Laredo, Texas but grew up in Chicago. Delia moved to California and received her BA
 from California State University, Los Angeles and her MA from the University of La Verne.  She has been a
 member of the San Gabriel/Celaya, Guanajuato, Sister City Committee for thirty years. During this time she
 has served on  the USMSCA Board for twelve years with service as Awards Chairperson and Board Secretary. 

 Today, Delia is focused on raising three grand children as well as participating in the League of United Latin  American Citizens (LULAC) through membership in the Duarte Council. Because of her work in LULAC, Delia was  recognized as National LULAC Woman of the Year in Milwaukee (1975). In 2004, in San Antonio, she was inducted  into the National LULAC Women’s Hall of Fame and in 2008, inducted into the California Sate LULAC Women’s  Hall of Fame.

Art Torres is currently the Purchasing and Services and Risk Manager for the City of Riverside. Art attended UCLA and earned his degree in Economics. He worked in the consumer electronics field for such companies as Mattel Toys, 3M and Mitsubishi in Asia and Latin America. Upon returning to the United States, he joined California State University in San Marcos as Procurement and Business Services Director. He joined the City of Riverside in 2005 and has been active with the City's sister cities relationship with Ensenada and Cuautla since that time.

 I was married for 54 years to George R. Voigt, Past International President, who died July 31, 1994. We were charter members of South El Monte Sister City Assn. I held offices in that organization before elected Treasurer and the President of USMSC. Our SEMSCA honored both George & me by initiating a Scholarship Fund for deserving seniors who plan to go to college. The US/Mexico Sister City Association office was in our Public Relations Office until my husband's death My husband helped write the original Bylaws & helped get the organization incorporated as a non-profit organization.

Toni Cervantes grew up in San Gabriel, CA. She attended her first Sister Cities conference in Puerto Vallarta 34 years ago. She was named International US/Mexico Sister Cities Queen at the 1991 Conference in Norwalk and has been supporting and attending Sister City functions ever since. Toni was a folklorico dancer for 16 years and performed for Sister City fundraisers including South El Monte and Canoga Park. She also danced in San Miguel Allende at the Mexican conference. Toni is a graduate of Rio Hondo College and Asuza Pacific University. She is a Special Education educator at Bassett High School in La Puente where she also coaches the Girls Soccer team. This year (2011) she was also elected Deputy Director for Young Adults at the California State League of United Latin American Citizens Convention. She is married to Enrique Cervantes and has three sons. Toni resides in Pico Rivera and is a member of Downey and Santa Barbara Sister Cities.

Mr. Garcia is a practicing architect intensely involved in civic affairs. As a City of Santa Barbara Council member from 1992 to 2002, he was active in the League of California Cities, Community Services Policy Committee, the Local Government Commission, and the National League of Cities Human Development Committee. His sister cities activities include: Board member US/Mexico Sister Cities Association serving as president (2005 – 2007), past board member Southern California Sister Cities International, current board member Santa Barbara sister cities international, and past board member and president of Santa Barbara Puerto Vallarta Sister City Committee. In addition, Mr. Garcia is delegate to the Mexico/U.S. Sister Cities Association representing the State of California and responsible for assisting the president of the Mexican national sister cities organization in organizing citizen based sister city committees in cities throughout Mexico. Mr. Garcia is a recipient of the University of California, Santa Barbara (UCSB) Honorary Alumni Award, and Santa Barbara News-Press 1996 Life Time Achievement Award recipient, 1993 Man of the Year Santa Barbara Ad Club and various other civic awards and honors.

Greg was born and raised in Duarte, California and has lived in Cathedral City since 1979. After nearly 15 years in the hospitality industry, Greg ran for and won a seat on the City Council in 1994. In addition to his duties as a Councilmember, Greg has served as the executive director of the Palm Springs Youth Center, President of Cathedral City's Rotary Club and Desert Business Association and board member of United Cerebral Palsy of the Desert and the Coachella Valley Mountains Conservancy. Greg received a BA from Azusa Pacific University in 1977.
